About the Role
This role forms part of the central remote support team for a major Iraqi project. The PSCM Category Lead is accountable for managing the Business Support and HSE Procurement Category, including security, logistics, IT, business support, and contingent labour. You will ensure procurement activities comply with the Development and Production Contract, align with business priorities, and adhere to project procurement procedures and contract governance.

Reporting to the Business Support and HSE Procurement Category Delivery Manager, you will act as a procurement business partner for HSE, Security, and Facilities functions. The role requires close collaboration with Legal, Finance, HSE, and P&O functions to ensure seamless procurement delivery and contract management compliant with internal policies, industry standards, and regulatory obligations.

You will develop and implement robust category strategies, engage with internal and external stakeholders, and ensure all activities comply with Iraqi laws, the Iraq Standard Contracting and Procurement Procedures (SCPP), and client policies including Code of Conduct, Anti-Bribery and Corruption, and Anti-Money Laundering.

The role involves coordinating in-country procurement delivery, supporting interfaces between the in-country team, the national oil company, and remote category teams. You will maximise third-party spend value, manage risks, seek innovation, and add value to MENA Growth projects.

Responsibilities include supporting category delivery of contract strategies, end-to-end sourcing and contracting, governance approvals, contract compliance, and operationalisation into P2P systems. You will execute sourcing activities, conduct due diligence, support contract negotiations, manage post-award contract administration, and support supplier performance management.

Additional duties include ensuring Local Content obligations are incorporated, executing compliance activities, supporting audits, and promoting a culture of compliance and psychological safety. You will provide procurement advice to the in-country delivery team, oversee supplier performance, lead sourcing initiatives, and unlock value in line with category management policy.

This role requires strong stakeholder engagement, acting as a point of contact for suppliers and the NOC, advocating collaboration, and fostering strong relationships with contractors and suppliers.

Requirements

Experience
- Proven track record in Business Support & HSE Procurement, ideally within oil and gas services involving large CAPEX or onshore scopes.
- Experience applying PSCM contracting, supplier management, and project execution.
- Previous work experience in the Oil and Gas sector, preferably with exposure to Iraq or supporting Iraq-based businesses.
- Strong understanding of regional requirements, planning/execution processes, and experience with PSA/TSC/concessionaire approvals.
- Demonstrated ability to collaborate across multiple disciplines, cultures, and geographies.
- Experience leading complex contract negotiations and managing supplier performance.
- Ability to work under pressure, prioritise, and support decision-making in multi-stakeholder environments.

Qualifications
- University degree in Procurement, Engineering, or related business/technical discipline.
- CIPS professional chartership or equivalent is preferred but not mandatory.
- Relevant certifications or training in procurement and contract management are advantageous.
