About the Role
This role forms part of the central remote support team for a major Iraqi project, supporting the Business Support and HSE Procurement Category. You will be responsible for managing procurement activities related to security, logistics, IT, business support, and contingent labour, ensuring compliance with the Development and Production Contract, project procurement procedures, and contract governance. Reporting to the Business Support and HSE Procurement Category Delivery Manager, you will act as a procurement business partner for HSE, Security, and Facilities functions, collaborating closely with Legal, Finance, HSE, and P&O teams to deliver seamless procurement and contract management aligned with internal policies, industry standards, and regulatory obligations.
You will develop and implement robust category strategies, engage with internal and external stakeholders, and ensure procurement outcomes are secure, compliant, competitive, and risk-managed. All activities must comply with Iraqi laws and regulations, the Iraq Standard Contracting and Procurement Procedures (SCPP), and client policies including Code of Conduct, Anti-Bribery and Corruption, and Anti-Money Laundering.
The role includes coordinating in-country procurement delivery, supporting interfaces between the in-country team, the national oil company, and remote category teams, maximising third-party spend value, managing risks, driving innovation, and adding value to MENA Growth projects. You will assess existing contracting and procurement processes, support category delivery of contract strategies, end-to-end sourcing, contracting, and governance approvals, ensuring contracts meet standards and are operationalized within project systems.
Key responsibilities include developing Contracts and Procurement Plans, conducting due diligence, executing sourcing activities, supporting contract negotiations, managing post-award contract administration, supplier performance management, ensuring Local Content obligations, compliance activities, and audit resolution. You will work closely with technical and project stakeholders to ensure safe, compliant delivery of products and services, act as a point of contact for suppliers, and promote a culture of compliance and psychological safety.
You will provide procurement advice to the in-country delivery team, oversee supplier performance management, lead sourcing initiatives including RFP development, bid evaluation, negotiation, and award recommendations, ensuring contracts deliver best value and comply with company policies and local regulations. You will support audits and cost recovery matters while unlocking value and driving strong category performance.
Experience
- Proven track record in Business Support & HSE Procurement, ideally within oil and gas services involving large CAPEX or onshore scopes
- Experience applying PSCM contracting, supplier management, and project execution
- Previous work experience in the Oil and Gas sector, preferably with exposure to Iraq or Iraq-based businesses
- Strong understanding of regional requirements, planning/execution processes, and experience dealing with PSA/TSC/concessionaire approvals
- Demonstrated ability to collaborate across multiple disciplines, cultures, geographies, and with suppliers
- Experience negotiating large, complex contracts and managing stakeholder relationships at all levels

Qualifications
- University degree in Procurement, Engineering, or related business/technical discipline
- CIPS professional chartership or equivalent preferred but not mandatory
- Relevant professional certifications and training in procurement and contract management are advantageous
