About the Role
We are seeking an experienced Site Supervisor with a civil engineering, utilities or infrastructure background to oversee day-to-day construction activities on district heating infrastructure projects in Enfield, North London. This role focuses on civil engineering and utilities infrastructure rather than traditional building construction.
The work involves the installation of district heating pipework within highways and public spaces. The Site Supervisor will coordinate site activities including traffic management, pedestrian interfaces, existing services, and other highway constraints.
You will supervise subcontractors and site operatives, monitor progress against the construction programme, coordinate plant and materials, and ensure that works are delivered safely, efficiently, and to the required quality standards.

Main Duties
- Direct and supervise the day-to-day activities of civil engineering and utilities subcontractors and site operatives.
- Supervise the installation of pipework and associated infrastructure within highways and public environments.
- Monitor construction programmes and ensure works are delivered to programme.
- Coordinate works around traffic management arrangements and pedestrian routes.
- Ensure safe access is maintained for pedestrians, residents and other road users.
- Coordinate site activities around existing underground utilities and services.
- Coordinate and order required plant, materials and equipment.
- Ensure project plans, risk assessments, method statements and site waste management plans are implemented correctly.
- Maintain accurate site diaries, records and attendance information.
- Carry out regular quality inspections with subcontractors.
- Ensure materials are requisitioned in sufficient time to meet programme requirements.
- Schedule, control and monitor plant and materials.
- Regularly inspect the site to identify and address potential safety hazards.
- Recommend improvements to construction processes and working practices where appropriate.
- Maintain accurate records of site activities and workforce attendance.
- Work closely with the Site Manager, Project Manager, Engineers, Client and subcontractors.
- Support the successful delivery and handover of the project.

Highways, Traffic Management & Public Interface
The Site Supervisor will play an important role in maintaining safe working conditions within live highway and public environments.
You will be expected to:
- Supervise works carried out within highways, footways and other public areas.
- Work alongside traffic management teams and ensure agreed arrangements are maintained.
- Monitor pedestrian routes and ensure safe pedestrian access around the works.
- Maintain appropriate barriers, signage and site segregation.
- Coordinate site activities around road users, pedestrians, residents and local businesses.
- Identify potential conflicts between construction activities and public access.
- Work safely around existing underground services.
- Escalate any issues relating to traffic management, pedestrian access or existing services to the Site Manager.
- Help minimise disruption to the surrounding area.

Health, Safety, Environmental & Quality
- Lead by example in promoting high standards of health, safety, environmental and quality performance.
- Ensure compliance with company procedures and relevant legal requirements.
- Ensure RAMS are understood and followed by site personnel and subcontractors.
- Ensure safe systems of work are maintained throughout the project.
- Ensure accident and near-miss reporting procedures are followed.
- Ensure all employees and subcontractors are appropriately trained and competent.
- Maintain records of site inspections and corrective actions.
- Produce and maintain Inspection and Test Plans (ITPs).
- Ensure ITPs are completed and signed off by relevant parties.
- Maintain the project Quality Assurance File.
- Ensure as-built information and O&M manuals are completed for handover.
- Take appropriate action where unsafe practices or conditions are identified.

Requirements

Experience
- Proven experience as a Site Supervisor within civil engineering, utilities, highways, infrastructure or a closely related environment.
- Experience supervising underground utilities, pipework, drainage, district heating or similar infrastructure works.
- Experience working within highway or public-realm environments.
- Experience working around traffic management and pedestrian interfaces.
- Experience supervising subcontractors and construction teams.
- Strong understanding of civil engineering construction methods and site sequencing.
- Experience working around existing underground services.
- Strong knowledge of construction health and safety requirements.
- Good working knowledge of CDM Regulations.
- Experience working with RAMS and construction documentation.
- Ability to interpret civil engineering drawings and specifications.
- Strong understanding of construction quality standards.
- Excellent communication and team management skills.
- Strong organisational and planning abilities.
- Good problem-solving skills.
- Ability to manage site activities with minimal supervision.
- CSCS Manager/Supervisor Card.
- SMSTS qualification.
- First Aid qualification.

- SMSTS qualification.
- First Aid qualification.

Desirable Skills & Experience
- Previous experience working on district heating or energy infrastructure projects.
- Experience working for utilities, highways or civil engineering contractors.
- Experience delivering works within live highways.
- Experience with traffic management and pedestrian management.
- Experience working around existing gas, water, electrical or telecommunications services.
- Knowledge of programme and risk management.
- Experience managing specialist subcontractors.
- Experience with ITPs, QA files, as-built documentation and O&M manuals.
