About the Role
We’re looking for an Analyst to help ensure that the heat networks providing heating and hot water to buildings deliver good outcomes for energy consumers. Ofgem is Great Britain’s independent energy regulator, leading change across the energy sector to drive towards Net Zero while protecting consumers, especially vulnerable groups. This permanent, full-time role is part of our heat networks pricing team, established after Ofgem became the Heat Network regulator in January this year. Heat Networks supply heating, cooling, or hot water to buildings and account for around 3% of heat demand across the UK.

With our fair pricing guidance now released, you will work with a wide variety of colleagues and stakeholders on engaging and vital projects to develop pricing models and initiatives that positively impact consumers. You will have the opportunity to further develop your analytical skills by combining quantitative and qualitative analysis with policy and stakeholder engagement. Additionally, you will gain valuable experience in how evidence shapes regulation and deepen your understanding of an important part of the energy system.

Requirements

Experience
- Strong quantitative and qualitative analysis skills with experience working with large datasets to produce robust, high-quality insights.
- Experience working effectively with diverse stakeholders.
- Proven ability to manage competing priorities across multiple projects.
- Experience in drafting consultations, analysing responses, and developing reports that provide actionable insights is desirable.

About you
- Excellent written and verbal communication skills, able to explain complex information clearly to different audiences including non-experts.
- Confident in stakeholder engagement and collaboration.
- Willingness to learn new analytical tools such as R, Python, or similar statistical software is desirable.
- Motivated to contribute to regulatory decisions that protect consumers and support Net Zero goals.

Qualifications
- No specific qualifications are mandated, but a strong analytical background and relevant experience are essential.
- Commitment to the Civil Service values of honesty and integrity is required.
