About the Role
We are excited to welcome an Assistant Traffic Operations Engineer - Design to join our expanding team. You will be part of a small team of engineers working on a variety of traffic system design projects for clients both within and outside Surrey County Council. Your work will include site surveys, client engagement, and supporting the wider Traffic Operations Team. The role involves predominantly office-based design work using AutoCAD and internal systems, alongside site visits and contractor monitoring. You will assist with scheme elements from concept through to installation and handover, including designing signal timings, CAD drawing, system setup, site meetings, handling enquiries, and commissioning installations.

The Traffic Operations team focuses on managing traffic flow to deliver reliable, efficient, and low-carbon journeys using innovative design, technology, and smart data. The Design Team is one of five specialist teams within the wider Traffic Operations structure, offering opportunities to learn from experienced colleagues.

The role requires approximately 85% office/home-based work and 15% site visits. You will work in an open office environment on nominated days and have flexibility through hybrid working arrangements.

Surrey County Council is undergoing Local Government Reorganisation in April 2027, transitioning to two new unitary councils. If employed at that time, your role will transfer with current terms and conditions to one of the new organisations.

Requirements

Experience
- Using design and drawing packages such as AutoCAD
- Designing and setting up UTC systems or MOVA junctions
- Following national guidance, standards, and policies and applying them in your work
- Managing workloads and prioritising conflicting demands
- Working with and instructing contractors to achieve project goals

About you
An engineering mindset or previous experience in the Highways industry with design experience is essential. You will be organised, able to manage multiple tasks, and comfortable engaging with clients and colleagues. A willingness to travel across Surrey and work flexibly in a hybrid environment is required.

Qualifications
Relevant level 4 qualification (HNC or CertHE equivalent) in an engineering subject
Full UK driving licence and willingness to use your own vehicle for travel around the county when necessary
