Location
Leatherhead, based at the County Council’s Network Management Information Centre (NMIC).
Hours
36 hours per week with an agile working policy requiring attendance in the office twice a week.

About the Role
We are seeking a Senior Network Management and Events Officer to lead the Network Management and Events Team within Surrey County Council’s Traffic & Streetworks team. You will manage a small, proactive team utilising IT systems to monitor, respond to, and mitigate the effects of both planned events and real-time road network incidents to manage congestion and communicate effectively with the public and stakeholders.
You will work closely with external stakeholders and event organisers to advise on the safe and efficient delivery of events impacting the highway network and represent Surrey County Council at multi-agency Safety Advisory Groups (SAGs).
This role requires experience in Highway Network Management, including the use of Intelligent Transport Systems (ITS), and the ability to review event and traffic management plans in line with current legislation and standards.

Experience
- Highway Network Management and use of Intelligent Transport Systems (ITS)
- Reviewing event traffic management plans and working with event organisers
- Knowledge of current legislation and standards relating to Network Management and event management on the highway
- Developing and managing a successful team
- Managing incidents calmly and liaising with colleagues to achieve positive outcomes
- Handling stakeholders effectively, understanding their needs and keeping them informed
About you
You are an experienced professional with strong leadership skills, able to manage a team proactively and work collaboratively with internal and external stakeholders. You remain calm under pressure and have excellent communication skills to represent the council at multi-agency groups and with event organisers.
You are committed to delivering efficient, low-carbon journeys and mitigating the impact of events and incidents on Surrey’s road network.
Qualifications
Relevant qualifications or demonstrable experience in highway network management, traffic or event management, or related fields are desirable but not explicitly stated. A strong understanding of relevant legislation and standards is essential.
