About the Role
Ofgem is seeking a Head of Strategy to lead the development of strategic approaches addressing the cost of transitioning to a secure and lower-carbon energy system. This permanent role offers the opportunity to lead high-profile work with significant implications for consumers and the future energy system. You will be at the forefront of the Cost Allocation and Recovery Review, shaping how energy pricing evolves amid investment, electrification, and consumer flexibility.

You will lead a small, flexible team to establish clear strategic direction across complex, cross-cutting issues spanning Ofgem’s Markets and Infrastructure groups. This highly influential position involves close collaboration with senior leaders across Ofgem and engagement with government, industry, and consumer stakeholders to develop efficient, fair, and practical approaches that support Net Zero and economic growth.

The role offers a platform to influence Ofgem’s wider strategic direction and contribute to long-term decisions affecting consumers and the energy system. Ofgem’s Flexible Resourcing model also provides opportunities to apply your expertise across priority projects and collaborate with specialists throughout the organisation.

Experience
- Proven strategic leadership on complex policy issues, integrating diverse evidence and perspectives to develop clear recommendations.
- Strong judgement and problem-solving skills using quantitative and qualitative evidence to evaluate trade-offs and support decision-making.
- Demonstrated experience leading and developing high-performing teams to deliver quality outcomes.
- Experience managing significant programmes, projects, or workstreams, including governance, risk management, and delivery.
- Excellent influencing and stakeholder management skills, with the ability to build consensus, challenge constructively, and communicate complex issues to senior decision-makers.
