About the Role
This role is part of the Marine and Coastal Ecosystems Team – a vibrant, multi-disciplinary group of specialists passionate about protecting and enhancing Wales’s marine and coastal environments. You will provide expert technical advice across a wide range of topics, supporting both internal colleagues and external partners on strategic policies, programmes, plans, and guidance. Working alongside other leading experts focusing on coastal and marine habitats, marine mammals, maritime birds, fish, and water quality, you will lead and project manage specific and complex issues requiring development of NRW policies, strategies, plans, programmes, and guidance. This includes supporting novel, contentious, or high public interest casework.
You will provide statutory advice to Welsh Government and other bodies in Wales, as well as UK government departments with reserved marine responsibilities, reviewing and advising on produced policy, plans, and strategies. You will retain ownership and oversight of the marine physical processes policy area to ensure the integrity of NRW approaches aligns with Welsh Government, UK Government, and international policy intent.
Key responsibilities include advising on evidence needs and opportunities, commissioning and project managing evidence projects in line with the agreed evidence programme, creating and advising on guidance for NRW staff and external stakeholders, and maintaining a detailed working knowledge of marine and coastal physical processes. You will identify implications of legislative, technological, and market changes for Natural Resources Wales and the sector(s), provide specialist advice to relevant NRW Programme Boards, contribute to the delivery of NRW’s Marine Programme, and steer engagement with Welsh Government on specific policy areas related to marine and coastal physical processes.
Additional duties include undertaking health and safety responsibilities appropriate to the post, committing to Natural Resources Wales Equal Opportunities and Diversity Policy, and engaging in your own development through the effective use of your personal development plan (Sgwrs). You may also be required to perform any other reasonable duties commensurate with the grade of this role.
Experience
- Knowledge of Welsh, UK, and other legislation related to the planning and management of the marine and coastal environment.
- Understanding of Welsh and UK Governments and other policy drivers on marine and coastal issues, including the issues and opportunities in Wales.
- Practical understanding of overcoming complex priorities, drivers, and barriers faced by NRW, partners, and stakeholders in delivering marine and coastal ecosystems outcomes, with particular reference to marine and coastal physical processes.
- Specialist technical knowledge and in-depth understanding of marine and coastal physical processes.
- Experience delivering evidence and guidance projects or programmes relevant to marine and coastal physical processes.
- Experience working in a programme and project management environment, with project management experience and/or qualifications.
- Experience representing an organisation in high profile and contentious public issues.
