Location
Flexible - primarily office-based with hybrid working (a mix of home and office), requiring attendance at an NRW office within the place base for regular meetings, training, and one-to-one meetings with your manager. Travel to other NRW locations and partner sites may be required.

Hours
Full Time - 37 hours per week, Monday to Friday

Salary
£41,132 - £44,988 per annum

About the Role
This is a rare opportunity to join and be an instrumental member of the Landfill Emissions Reduction Project (LERP) at Natural Resources Wales. You will support the delivery of Welsh Government's Net Zero Carbon Budget 2 (2025-2027), focusing on the environmental impact of both closed and operational landfill sites. Working within a small dedicated team, you will plan and deliver detailed landfill gas audits to increase gas capture, destruction/utilisation, and flaring performance, improving the accuracy of national emissions modelling.
You will investigate the impact of changing waste streams on landfill gas generation and explore mitigation options for key contributors to greenhouse gas emissions. The role involves collaboration with DEFRA and other UK regulators, responding safely and efficiently to environmental incidents and reports, and undertaking appropriate investigations.
Applying regulatory principles, you will ensure compliance, take proportionate enforcement action, and deliver tangible environmental benefits. You will produce reports and updates for Welsh Government and NRW, maintain the landfill database using Power BI, and provide specialist expertise across NRW functions.
As a senior officer, you will lead significant programmes of work, manage the LERP gas database, analyse complex information, develop medium-term regulatory strategies, and represent NRW in technical and strategic groups including UK sector forums. You will coach and mentor team members and contribute to a positive health, safety, and well-being culture.
This role supports flexible working and hybrid arrangements, with a working pattern suitable for you to be discussed on appointment. Interviews will be conducted via Microsoft Teams. Vetting checks may be required depending on the role.

Requirements

Experience
- Extensive knowledge and experience of working in a regulated industry or as a regulator.
- Good understanding of commercial business processes and pressures.
- Proven ability to communicate effectively with regulated businesses and the public, explaining complex issues and gaining support through influencing.
- Experience managing projects, budgets, and teams.
- Ability to analyse and interpret complex information, undertake research, and produce documents to inform regulatory decisions and business planning.
- Experience leading and managing significant programmes of work and delivering reports.
- Experience in regulatory compliance, enforcement, and environmental monitoring.

Qualifications
- Recognised qualification or equivalent knowledge relevant to the role.
- Welsh Language Requirements:
Essential: Level 1 - Able to pronounce Welsh and use basic phrases.
Desirable: Level B2 - Upper intermediate level (able to discuss work matters).
Note: NRW offers learning support to meet the minimum Welsh language requirements during employment if not already met.
