About the Role
Natural Resources Wales (NRW) is the lead organisation for managing Wales’s natural environment. We work to protect people and nature, support sustainable development, and build resilience to climate change. This role sits within our Integrated Engineering team in South Wales Central, a multi-disciplinary group of engineers responsible for delivering forestry infrastructure projects and managing NRW’s Flood Risk Maintenance Programme in the region. Our work helps to safeguard communities, support woodland management, and protect vital infrastructure. You will manage the new construction, upgrade, and maintenance of network roads and harvesting facilities within the allocated budget. You will undertake inspections of roads and footbridges at specific intervals, ensuring data is forwarded for recording and maintaining accurate records. Regular inspections of quarries and borrow pits will be required in line with current regulations. You will ensure all health, safety, and environmental standards are applied and meet current requirements, reporting any breaches.

Producing concise and persuasive written drafts, identifying key issues, examining options, and proposing a way forward will be part of your responsibilities. You will plan, prioritise, and organise resources to ensure projects are delivered on time, within budget, and to quality standards. Making informed decisions while knowing when to seek advice is essential. Monitoring budgets and advising on potential under or overspend will be expected.

You will undertake health and safety duties appropriate to the post and be committed to Natural Resources Wales’ Equal Opportunities and Diversity Policy. Additional reasonable duties commensurate with the role grade may be requested. You will be required to take part in incident response activities.

Requirements

Experience
- Civil engineering contract management and project planning with an understanding of NEC3/4 contracts
- Knowledge of CDM2015 and construction Health, Safety & Environmental risk management
- Experience in forest road construction (wet bound macadam) and working in rural/upland environments
- Knowledge of concrete and timber bridge construction techniques
- Familiarity with Forest and Water Guidelines (V5) and the European Water Framework Directive
- Understanding of Quarry Regulations (1999) and quarry management procedures
- Proficiency in CAD packages such as AutoCAD and MS Project
- Experience delivering projects via framework contracts
- Experience managing teams or individuals
- Experience compiling tender documents and drawings
- Membership of a professional body such as ICE
