About the Role
The role sits within a small, closely working team of permitting specialist scientists who share knowledge, experience, and best practice. You will be responsible for supporting, mentoring, and training your peers to facilitate risk-based decisions that produce robust, enforceable permits.

You will lead on complex permit determinations and decisions under Installation permitting legislation by carrying out appropriate technical assessments in accordance with NRW policies and procedures, issuing, refusing, or varying permits within required timescales. You will influence and implement mentoring and coaching frameworks to aid the technical development of other permitting officers within the Installation Permitting Team and, where applicable, throughout the permitting service, ensuring consistency in approach.

Your role includes extensive experience in permitting decision making using a range of technical guidance, software, and modelling programmes as required by the Installation regime. You will support operational teams by providing specialist expertise in pre-application discussions and post-permit work for a range of application types across various sectors of the installation regime.

You will identify and deliver opportunities for process and procedural improvements, coordinating change to enhance both internal and external stakeholder experience of the Permitting Service. Additionally, you will coordinate and lead in preparing defence for legal challenges against permit decisions within your assigned area.

You will represent the Permitting Service on relevant internal technical groups and external stakeholder events. The role also involves undertaking health and safety duties appropriate to the post and committing to Natural Resources Wales’ Equal Opportunities and Diversity Policy. You will be expected to engage actively in your own development through the effective use of your personal development plan (Sgwrs). Other reasonable duties commensurate with the grade of this role may be requested.

Requirements

Experience
- Extensive experience assessing complex installation permit applications or significant practical work experience in the regulated process industry.
- Proven coaching and mentoring skills.
- Strong customer-focused approach to delivery.
- Track record of delivering timely, optimal solutions through effective information analysis and risk-based decisions.
- Effective planning and organisation skills.

Qualifications
- Education to degree level or equivalent in a relevant scientific discipline.
- In-depth understanding of relevant legislation and its application to the installation permitting process.
- Welsh Language requirement: Essential Level A1 (Entry level) - ability to understand basic phrases and pronounce Welsh names correctly. NRW offers learning support to meet this requirement during employment.
