About the Role
As a Senior Officer within the ‘Once in Ops Waste Regulation team’, you will lead on Producer Responsibility regulations covering packaging, waste electrical and electronic equipment (WEEE), and batteries. These regulations ensure businesses that manufacture, import, and sell these products are responsible for their end-of-life environmental impact, supporting a more circular and sustainable economy.

You will apply your expert knowledge of Producer Responsibility regulations through assessing compliance, taking enforcement action, and managing complex queries from internal and external customers. Your role will include site visits, providing advice and guidance, undertaking investigations, data analysis, and auditing.

You will also liaise with colleagues in Evidence, Policy and Permitting departments, other UK Regulators, Industry, and DEFRA to influence policy and key decisions.

Natural Resources Wales supports flexible working, with regular face-to-face meetings or training planned in advance. Interviews will be held via Microsoft Teams. Successful applicants will be subject to a satisfactory Disclosure and Barring Service (DBS) check. Appointments are normally made within 4 to 8 weeks of the closing date.

Natural Resources Wales is the principal environmental regulator for Wales, responsible for protecting and enhancing natural resources to ensure a healthy environment for people and wildlife now and in the future. This role contributes to the delivery of Welsh Government's legislative waste reforms as outlined in the Beyond Recycling and Net Zero strategies.

The ‘Once in Ops Waste Regulation team’ is a dispersed national team undertaking non-site based regulation activities including International Waste Shipments, Extended Producer Responsibility, Hazardous Waste, Local Authority Recycling Targets, and future regimes under the Once for Wales teams.

Requirements

Experience
- Knowledge and experience of working in the waste industry or as a regulator.
- Experience delivering non-site based waste regulation.
- Good understanding of commercial business processes and pressures.
- Ability to communicate effectively with regulated businesses and the public, explaining issues and influencing to gain support.

Qualifications
- Welsh Language Level A1 (Entry Level) is essential, demonstrating ability to understand basic phrases and pronounce Welsh names correctly. NRW offers learning support to meet this requirement during employment.
