About the Role
The Skills, Employment and Education (SEE) Manager will develop and implement the project’s Employment and Education Strategy in full compliance with contractual requirements, parent company policies, and wider project commitments. This role ensures all client SEE targets and KPIs are achieved, reported accurately, and fully embedded across the supply chain and workforce.

Key responsibilities include:
- Developing and implementing the SEE and Equality, Diversity & Inclusion (EDI) Strategy aligned with client, project policies, and local council priorities.
- Maximising local employment, apprenticeship, and skills outcomes through effective use of the client Brokerage Service.
- Ensuring SEE and EDI objectives, KPIs, and reporting requirements are clearly communicated and embedded across project teams and subcontractors.
- Overseeing subcontractors’ SEE and EDI implementation plans to incorporate client policies and KPIs into employment, training, and workforce development.
- Monitoring subcontractor performance, measuring progress against targets, and driving continuous improvement.
- Embedding SEE, EDI requirements, and KPI obligations into all subcontract agreements in collaboration with the Commercial team.
- Providing regular and ad-hoc performance reports on SEE and EDI delivery to project teams, parent company HQ, and client.
- Reporting achievements, risks, mitigations, and progress against client KPIs, local commitments, and council priorities.
- Ensuring all project and supply chain participants comply with SEE, EDI, and Social Value policies and procedures.
- Advising project teams, subcontractors, and partners on SEE and EDI delivery.
- Collaborating closely with the Project HR Manager and Commercial team to integrate SEE requirements into HR practices, recruitment strategies, workforce planning, and subcontracts.
- Working with Communications, SEE & Social Value Lead to develop outreach programmes engaging local communities and priority groups.
- Building strong relationships with local council, community partners, Skills Centre, and employment support organisations to maximise local job, apprenticeship, and training opportunities.
- Supporting the organisation’s apprenticeship programme and ensuring compliance with client apprenticeship requirements.

Requirements

Experience
- Proven experience in Skills, Employment and Education (SEE) management.
- Experience delivering major public outreach programmes.
- Knowledge of Equality, Diversity and Inclusion (EDI) on major projects.
- Familiarity with employment and educational training legislation.
- Experience working on major construction or development projects is desirable.

Qualifications
- Degree in Human Resources, Education, or a related subject is desirable but not essential.
- Knowledge of the Equality Act 2010.
