About the Role
Essex County Council is seeking a Transportation & Infrastructure Planner to join the Sustainable Transport team. The team’s priority is to create a Safer, Greener, Healthier County by promoting sustainable transport through modal shift, sustainably designed transport schemes, and providing credible alternatives to the private car. This role involves collaboration with key partners including district and borough councils, government agencies, and private sector organisations to devise and coordinate land use transportation strategies that embed the sustainable transport agenda across all activities.

The role includes supporting the development and implementation of high-profile sustainable transport schemes, managing project budgets, consultants, and contractors, and delivering scheme consultation activities. You will contribute to business case documentation for Council and National Government, including data analysis, evidence base development, and financial assessments such as cost benefit analyses. The role also supports transportation input to Local Plan development, planning mechanisms, and development groups both internally and externally.

Additional responsibilities include analysing transportation data to shape policy and strategy, facilitating the forward programme of major sustainable transport projects through commissioning feasibility studies and prioritisation, actively seeking funding opportunities from agencies and private sector initiatives, and helping develop demand management and smarter choice measures to complement infrastructure schemes.

You will contribute to the development, coordination, preparation, and monitoring of the Local Transport Plan (LTP) and area-based transportation strategies, providing advice on other sustainable transport strategies. Specific individual and shared targets and objectives are set annually within the performance management framework.

The role allows for flexible working arrangements with remote work and requires office presence approximately once a week.

Experience
- Educated to degree level in a related area or equivalent proven experience.
- Evidence of continuing professional development and knowledge in relevant professional areas.
- Knowledge and practical application of Project Management methodologies.
- Understanding of transportation issues and the relationship between travel and land use.
- Knowledge of highway and public transport systems and their operation.
- Familiarity with UK legislation, planning, and appraisal frameworks for evaluating transport proposals.
- Ability to research, analyse, and present complex data, draw meaningful conclusions, and produce summary reports.
- Ability to present ideas and proposals logically using various presentation methods.
