An opportunity is available for a Climate Engagement Manager to join a West London local authority leading borough-wide work on climate engagement, communications, behaviour change and partnership development.

The role will play a key part in helping residents, businesses, community organisations and partners understand and take action on climate change, supporting the organisation's ambition to achieve borough-wide net zero carbon emissions by 2030.

Role Overview

As Climate Engagement Manager, you will lead the organisation's approach to climate engagement, communications and behaviour change, ensuring activity is aligned with wider climate priorities and statutory responsibilities.

You will oversee a growing portfolio spanning climate action, fuel poverty, air quality, active travel and energy efficiency, while making sure engagement activity is coordinated, evidence-based and focused on achieving meaningful outcomes.

A key part of the role will be building strong relationships with residents, businesses, employer networks, schools, community organisations and other partners. You will help translate climate and energy policy into clear and accessible messages that encourage participation and action.

You will also lead and support a small team, including responsibility for the Energy Efficiency Lead and Climate Engagement Officers, and provide senior professional advice on engagement strategy, public messaging and reputational considerations.

Important Eligibility Information

To be considered for this role, you must have:

  • Substantial experience in public engagement, communications, behaviour change or social change programmes, ideally within a public sector or place-based setting.
  • Proven experience leading strategic engagement programmes with significant political, reputational or public-facing implications.
  • Experience managing staff and/or complex programmes, including setting direction, prioritising work and overseeing delivery through others.
  • A strong understanding of the climate and ecological crisis and the role engagement and behaviour change can play in delivering net zero and environmental outcomes.
  • Excellent written and verbal communication skills, with the ability to adapt messages for different audiences, including senior stakeholders and elected Members.
  • The ability to work confidently within a political environment and provide balanced, well-judged professional advice.

Key Responsibilities

  • Lead the overall approach to climate engagement, communications and behaviour change.
  • Translate climate and energy policy into clear, accessible and compelling public messaging.
  • Provide professional advice to senior officers, Members and partners on engagement strategy, public messaging and reputational risk.
  • Lead engagement and behaviour-change activity linked to transport and active travel programmes.
  • Provide strategic oversight of engagement relating to fuel poverty, energy efficiency and air quality.
  • Ensure climate, fuel poverty and air quality engagement activity is coordinated and mutually supportive.
  • Oversee delivery across the wider climate engagement portfolio, ensuring projects are prioritised, resourced and evaluated effectively.
  • Lead borough-wide campaigns on climate action, air quality, energy efficiency and behaviour change.
  • Work with communications and other corporate teams to ensure campaigns are coherent, inclusive and appropriate for different audiences.
  • Build and maintain strategic relationships with residents' organisations, voluntary and community sector partners, schools, businesses, faith groups and wider networks.
  • Develop and maintain partnership forums, including the local Climate Alliance.
  • Represent the organisation externally on climate engagement and behaviour-change matters.
  • Line-manage and support the Energy Efficiency Lead and Climate Engagement Officers, including performance management and professional development.
  • Build a collaborative, high-performing team culture focused on outcomes, learning and continuous improvement.
Requirements

Essential Requirements

  • Substantial experience of public engagement, communications, behaviour change or social change programmes.
  • Experience leading strategic engagement programmes with significant public-facing, political or reputational considerations.
  • Strong programme and people-management skills.
  • Strong understanding of climate change, the ecological crisis and the contribution of engagement and behaviour change to net zero outcomes.
  • Excellent written and verbal communication skills.
  • Ability to communicate complex issues clearly to a wide range of audiences.
  • Confidence working with senior stakeholders and elected Members.
  • Ability to provide balanced professional advice within a political environment.

Desirable Requirements

  • Experience working on fuel poverty, energy efficiency, air quality or related social and environmental issues.
  • Experience of partnership working across voluntary, business and public sector organisations.
  • Familiarity with co-production, participatory approaches or community-led programme design.

Salary: £56,436 to £59,574 per year
