About the Role
Costain has secured extensive work across the water sector to support the AMP 8 investment cycle. As one of seven partners to Enterprise, we are delivering £5.5bn of projects during AMP8 (2025–2030) and AMP9 (2030–2035) for United Utilities. Our scope includes project management, design, construction, and commissioning services on design and build schemes throughout the North West and Cumbria region. Projects vary in value and cover both infrastructure and non-infrastructure assets on water and wastewater sites alongside wider Enterprise partners.
We are seeking an Electrical Authorised Person to support the delivery of United Utilities AMP8 projects from outline design through to commissioning and handover. You will work within the wider construction delivery team, engaging with designers to challenge and support efficient design development, supporting procurement, and managing subcontractor delivery and commissioning both at manufacturing locations and on-site during installation and commissioning.
You will support programme and budget development and, once in delivery, manage works aligned to these while proactively monitoring safe and high-quality delivery. Effective communication and engagement with a variety of stakeholders is essential, maintaining strong relationships with internal teams, site operators, client teams, and supply chain partners.
Responsibilities
Ensure compliance with all Electrical Safety Operating Procedures
Implement, administer, and monitor Costain Electrical Safety Operating Procedures
Operate and maintain LV electrical systems and ensure electrical safety, issuing Costain LV Electrical Safety Documents
Assess, review, and appoint skilled and competent Persons for defined work and maintain a register of appointments and training dates
Continuously monitor performance of all Skilled and Competent Persons
Review all LV electrical subcontractors and personnel prior to any works on site
Responsible for detection, identification, and spiking of cables on site
Attend site meetings and contribute to programme ensuring Electrical Works requirements and timescales are included
Coordinate and manage multiple contractors and stakeholders, especially those involving electrical works
Ensure all electrical works are constructed and tested in accordance with works information, regulations, and standards
Review and approve RAMs involving installation, commissioning, operation, and maintenance of LV electrical systems
Manage strict adherence to project SHE processes and requirements
Maintain up-to-date records concerning LV electrical systems including contractor documents required for O&M and handover
Undertake audits on internal works, processes, and contractors
Ensure all allocated training is completed by due dates
Implement and maintain safe systems of work in line with Site Health and Safety Management procedures, including regular assessment of new risks and hazards
Experience
Proven experience delivering Electrical packages across the project lifecycle in a collaborative delivery environment
Experience in development, implementation, monitoring, administration, and auditing of electrical safe systems of work
Familiarity with Highways equipment, systems, or installations relevant to the role
Experience working in highly collaborative, team-oriented environments
Ability to manage and control tasks of teams and subcontractors
CSCS card holder
Full UK Driving Licence

Qualifications
Relevant engineering or project management qualification desirable
Successful completion of an Authorised Persons training course approved by the Authorising Engineer
