About the Role
Costain has secured extensive work across the water sector to support the AMP 8 investment cycle. Appointed by Northumbrian Water to the Living Water Enterprise, Costain will help shape and deliver a strategic infrastructure upgrade programme with contracts valued up to approximately £670m over the next 15 years. The Site Agent will lead the delivery of projects allocated to Costain, ranging in value from £1m to £10m in this initial phase. These projects include both STW upgrades and Storm Overflow works.
You will manage the full project lifecycle from concept, Early Contractor Involvement (ECI), delivery, through to handover. Leading the design and delivery teams, you will engage with site operational teams and supply chain partners across one or multiple sites. Your responsibilities include developing construction strategies and programmes, ensuring safe, quality, timely, and budget-compliant delivery.
Responsibilities
- Line management and development of site teams
- Ensure production and implementation of project plans, Risk Assessments and Method Statements (RAMs), Inspection and Test Plans (ITPs), and waste management
- Maintain robust and comprehensive site records (diaries, allocation sheets, etc.)
- Ensure supply chain compliance with the framework management plan
- Foster a safety culture striving towards Zero Lost Time Injuries (LTI) and RIDDOR incidents
- Maintain a commercial focus with a high level of challenge on project scope and efficient delivery strategies
- Collaborate closely with all project teams to ensure sites have competent and skilled resources
- Engage delivery teams at operational level to support projects and services and their impacts
- Ensure consistent and reliable reporting of project Safety, Health and Environmental (SHE) metrics, progress, cost, and change
- Identify key project risks early and implement mitigation measures where possible
Experience
- Project level experience managing contracts over £1m
- Experience working on multidisciplinary projects
- Experience with MEICA interfaces and/or water environment projects is beneficial
- Proven ability to manage and deliver projects or packages of work safely to quality, time, and budget
- Practical knowledge and familiarity with NEC forms of contract
- Competent in using Microsoft Office tools, document control systems, and Primavera software

Qualifications
- HNC/HND or degree in a relevant civil engineering discipline
- SMSTS qualification
- Relevant CSCS card
- Full UK driving licence
