About the Role
Costain is delivering the HS2 Rail Systems Tunnel and Lineside Mechanical and Electrical Systems works for HS2 (HRS02), across the entire HS2 route. The scope includes the design, supply, manufacture, installation, testing, and commissioning of tunnel and lineside M&E systems, including tunnel ventilation, LV power distribution, safety and security systems within shafts, tunnels, and cross-passages. We are seeking a Procurement and Supply Chain Manager to join the HRS02 team to lead procurement of key mechanical and electrical packages through competitive tender routes, from strategy and market engagement through to contract award and ongoing supplier management.

Key responsibilities include leading and supporting procurement activities across HRS02 M&E packages, collaborating with project, commercial, and engineering teams to align procurement strategy with programme requirements, developing and issuing ITT documentation, managing competitive tender processes, structuring and negotiating commercial and contractual terms under NEC3 ECC, supporting procurement governance activities including Costain gate reviews and HS2 subcontract acceptance, and building strong supplier relationships to ensure competitive, high-quality, and reliable delivery.

The role also involves driving Environmental, Social and Governance (ESG) initiatives, including local SME engagement, delivering social impact, and supporting Net Zero objectives.

Requirements

Experience
- Significant experience in a similar level procurement and supply chain role
- Extensive knowledge of supply chain management and procurement within the construction industry
- Experience managing collaborative working and implementing innovation
- Operational procurement and supply chain skills relevant to construction projects
- Familiarity with NEC forms of contract and experience negotiating NEC3/NEC4 subcontracts
- Experience leading supply chain engagement, including chairing procurement meetings and negotiations
- Basic carbon literacy and awareness of ISO20400 Guidance Standard for Sustainable Procurement
- Experience developing and implementing ESG and social value policies with suppliers
- Excellent analytical skills for numerical and clarifications assessments
- Strong commercial acumen with proven ability to unlock value through procurement
- Proficient in Microsoft Office suite (Word, Excel, PowerPoint, Outlook, Teams)

Qualifications
- Essential: Member of the Chartered Institute of Procurement & Supply (minimum level 5)
- Desirable: Bachelor’s degree in Supply Chain Management, Business Administration, or related field
- Other accredited certifications in procurement or supply chain management are advantageous

Desirable Additional Knowledge and Skills
- Knowledge of infrastructure industry procurement and supply chain operations
- Experience working within a matrix organisation with ability to influence at all levels
- Familiarity with Costain procurement and supply chain management systems
- Experience with procurement software such as SourceDogg, eJAGGAER, Arriba Sourcing, or similar
- Previous knowledge of framework projects and associated procurement practices
- Advanced expertise in ISO20400 with demonstrated sustainable outcomes through the supply chain (e.g., Scope 3 GHG reductions)
- Experience with ISO 44001 or equivalent Strategic Supply Chain Partner engagement (Project 13 principles)
