About the Role
Costain has a unique opportunity for an Engineering Manager to join the West Winch Housing Access Road (WWHAR) project for Norfolk County Council (NCC). This project involves three stages: Stage 1 includes detailed design, early contractor involvement (ECI), and on-site investigations with stakeholder approvals; Stage 2 covers construction and handover to operations; Stage 3 focuses on maintaining environmental mitigation and biodiversity net gain planting.
The Engineering Manager will lead the design and ECI with a whole project lifecycle approach, delivering a design that enables safe, efficient, right first time construction and smooth handover for both NCC and National Highways (NH) assets. The project includes 2.5 km of new single carriageway, active travel routes, roundabouts connecting to new developments and the A10, new and modified structures, groundwater and utility management, and improvements to the existing A10 and A47 corridors.
Reporting directly to the Project Director and as part of the Senior Management Team, you will ensure the design is delivered on time, to a high standard, and suitable for construction. You will provide technical leadership, manage site engineering activities, align design and subcontracted elements, develop groundwater strategies, and lead a team of technical leads covering design compliance, temporary works, digital modelling, materials management, quality assurance, and handover.
You will collaborate closely with site delivery, SHE, stakeholder, and commercial teams, and engage with clients, technical advisors, NEC supervisors, and National Highways stakeholders to foster strong relationships and ensure successful scheme handover. Safety, quality, and a right first-time approach will be your priorities throughout the project lifecycle.
Experience
- Extensive construction delivery experience with significant time in management roles (e.g. Agent/Senior Agent)
- Knowledge of relevant design solutions and standards including Specification for Highways Works
- Experience working within Principal Designer and Principal Contractor environments
- Familiarity with Temporary Works procedures

Qualifications
- Essential: Degree level/HNC/HND qualification in Civil Engineering or relevant professional experience
- Construction Skills Certification Scheme (CSCS) card
- Desirable: Site Management Safety Training Scheme (SMSTS)
- Knowledge of construction contract law and NEC contract forms through formal training
- Understanding of National Highways handover processes, local authority and SRN environment design/construction experience
- Experience gaining and discharging consents from statutory environmental bodies and planning authorities
- Knowledge of pavement design and stabilisation
