About the Role
We are seeking a dynamic and experienced Operations Manager – Planned Maintenance to lead the delivery of our capital investment programme and planned maintenance services. This pivotal role within the Housing Assets team is responsible for ensuring high-quality, customer-focused, and value-for-money services for our tenants. You will manage a multidisciplinary team of technical professionals, oversee the procurement and delivery of maintenance contracts, and ensure compliance with Decent Homes standards, health and safety regulations, and strategic housing objectives.
Key Responsibilities
- Lead the delivery of the Council’s planned maintenance and capital investment programmes.
- Manage and motivate a team of surveyors and specialists to deliver high-performing services.
- Oversee procurement, contract management, and compliance with financial and regulatory standards.
- Ensure accurate stock condition data and effective asset management planning.
- Drive service improvement through performance monitoring, resident feedback, and innovation.
- Represent the Council in meetings with stakeholders, residents, and external partners.

Experience
- Proven background in contract and project management within housing or a related field.
- Strong knowledge of building technology, asset management, and housing systems.
- Experience managing budgets, leading teams, and delivering results under pressure.
- Experience working in or with local authorities is advantageous.
About you
- Confident leader with excellent communication, negotiation, and IT skills, including use of databases and reporting tools.
- Customer-focused, innovative, and flexible approach to service delivery.
- Ability to motivate and manage a multidisciplinary team effectively.
Qualifications
- Full membership (or working towards) of RICS or CIOB and a relevant degree.
- A retrofit qualification is desirable.
- Full driving licence and access to a vehicle for business use.
