About the Role
The Strategic Pipeline Alliance (SPA) project involves the planning, design and construction of approximately 320km of new strategic, large diameter, clean water pipeline and associated infrastructure across Anglian Water’s region. As the project progresses through AMP8, additional scope including 240km of new pipeline and infrastructure is expected to be delivered by the Alliance. As a key partner, Costain is recruiting a Project Manager focused on delivering projects and programmes safely, on time, within budget, and in line with quality, environmental, and customer requirements, while complying with governance and processes including Project Management, Health and Safety, Commercial, and Risk Value and Opportunity management.

The Project Manager will oversee elements of this multimillion-pound project throughout its full lifecycle. This includes utilising their team to manage conflicting demands, deploying resources effectively by leveraging individual strengths and skills, and building strong relationships with clients to achieve mutually beneficial outcomes.

The role involves creating a high performing team environment comprising Construction Managers, Site Managers, Site Engineers, Design Leads, Construction Planners, Quantity Surveyors, Enabling Coordinators, and the wider project team, who may be co-located or remote. Responsibilities include translating programme-level strategy into outcomes, ensuring resource utilisation aligns with company performance metrics, developing collaborative relationships with stakeholders and supply chain partners, managing the full project lifecycle from enabling works through construction, handover and warranty management, and supporting governance boards as required.

The Project Manager will work closely with the Commercial team to maintain accurate cost forecasts, mitigate cost variances, manage risk and change at scheme level, ensure projects are properly planned in P6 and SAP, and lead peer and constructability reviews to ensure solutions are viable from safety and commercial perspectives. Driving a culture of continuous improvement in Health & Safety to maintain a zero-accident culture is essential.

Requirements

Experience
- Proven experience managing multidisciplinary projects including Civils and MEICA, preferably within the water sector.
- Demonstrated ability to lead and deliver large-scale projects, including water infrastructure or large linear projects.
- Experience managing multi-contractor, multi-disciplined teams and unifying them into high-performing delivery teams.
- Strong stakeholder management skills, including engagement with customers, clients, site operators, landowners, utility companies, and statutory authorities.
- Ability to outperform against tight budgets through effective programme development, risk and opportunity management, and innovation.
- Proficient in MS Word, Excel, document control systems, and Primavera software.
- Excellent communication and interpersonal skills.

Qualifications
- HNC, HND or degree qualified in Civil Engineering, MEICA, or Construction Management.
- SMSTS qualification.
- Relevant CSCS card.
