About the Role
Costain has a unique opportunity for a passionate Senior Construction Manager to join the West Winch Housing Access Road (WWHAR) project for Norfolk County Council (NCC). The project involves three stages: Stage 1 includes detailed design, early contractor involvement (ECI), and on-site investigations with stakeholder approvals; Stage 2 focuses on construction and handover of the works into operations; Stage 3 covers maintenance of environmental mitigation and biodiversity net gain planting.
The new housing access road will connect the A10 to the A47 west of West Winch, featuring 2.5km of new single carriageway, active travel routes, roundabouts, a new structure over the housing access road, and modifications to an existing structure on the A47. Additional works include groundwater management for drainage installation, utility works, improvements to the existing A10 for active travel, and enhancements to the A47 near Kings Lynn, including 800m of dualling, a new roundabout, and reconfiguration of the Hardwick Interchange.
Reporting directly to the Project Director as part of the Senior Management Team, you will lead construction operations to ensure all elements are delivered safely, to quality standards, on time, and within budget. You will manage engineering staff and subcontractors, collaborating with site supervisors and other disciplines such as SHE, Stakeholder, Design/Engineering/Quality, and Commercial teams.
In Stage 1, you will lead site investigations and the ECI team to ensure the design is safe and efficient to construct. In Stage 2, you will ensure the permanent works and documentation meet standards for handover to both NCC and National Highways (NH). Experience with local authority and Strategic Road Network projects is preferred.
Experience
- Extensive construction delivery experience with significant time in a management role (e.g. Agent/Senior Agent)
- Knowledge of relevant design solutions and standards including Specification for Highways Works
- Familiarity with common highways construction techniques and procedures
- Experience working within Principal Designer and Principal Contractor environments
- Knowledge of Temporary Works procedures
- Ability to deliver high quality construction and documentation to enable handover
- Desirable: Understanding of National Highways’ handover processes, local authority and SRN environment experience, experience gaining and discharging consents from Statutory Environmental Bodies, experience obtaining design approvals from relevant authorities

Qualifications
- Essential: Degree or HND in Civil Engineering or allied subject or equivalent vocational training
- Relevant CSCS Card
- SMSTS or equivalent Health & Safety qualification
- Desirable: Chartered Engineer status and membership of a professional engineering institution
- Temporary works coordinator and/or lifting AP qualifications are advantageous
