This role directly supports the delivery of major climate action and retrofit programmes that reduce emissions across public sector buildings and enable organisations to meet ambitious carbon reduction commitments.

This opportunity focuses on developing and delivering a complex portfolio of climate action projects, including operational building retrofit, carbon reduction planning and strategic sustainability programmes. The work contributes to the wider goals of 50 percent operational emissions reduction by 2026 and carbon neutrality by 2030.

Want to lead high profile climate action and retrofit projects that deliver real carbon savings?

This is a senior project management role for someone who can drive forward multiple complex programmes, work across departments and manage carbon reduction projects from concept to delivery. You will support the creation of a strong retrofit pipeline, secure funding for sustainability projects and oversee the full lifecycle of project performance, carbon savings and reporting.

What you will do

• Lead planning, coordination and delivery of the operational retrofit programme from proposal to implementation 
• Develop project briefs and manage procurement processes including tendering, evaluation and commissioning of consultants and contractors
• Work with senior officers to ensure approvals, governance and constitutional requirements are met
• Identify and develop carbon reduction projects aligned to wider Climate Action goals
• Oversee project monitoring, evaluation and carbon savings reporting across the full lifecycle
• Build a robust pipeline of fundable retrofit and sustainability projects
• Build strong relationships with partners including regional bodies to maximise funding and knowledge sharing
• Collaborate with internal and external suppliers to secure value, high quality and effective delivery
• Resolve project issues, implement remedial actions and gather lessons learned
• Provide clear project controls and governance reporting on progress, risks and benefits
• Produce executive level reports and updates highlighting risks, assumptions and dependencies
• Represent the organisation at internal and external meetings, panels and regional forums
• Support broader climate change and energy projects as required

Requirements

What we are looking for

Essential
• Project management training such as APM, Agile or equivalent approaches 
• Degree level education or equivalent knowledge and experience
• Strong understanding of climate change, sustainability and renewable energy
• Knowledge of the built environment, RIBA design stages and building retrofit
• Experience delivering projects in building retrofit, sustainability, energy reduction or similar fields
• Proven track record of leading complex projects, managing stakeholders and delivering on time and on budget
• Experience commissioning consultants and contractors, managing projects from inception to completion
• Ability to provide professional level advice to senior managers and elected members
• Excellent judgement and ability to make evidence based decisions
• Ability to analyse complex information and develop practical, innovative solutions
• Customer focused with high standards of delivery
• Ability to act strategically and manage complex issues
• Financial management experience including assessing viability and budgets

Desirable
• Experience presenting at senior or political forums
• Experience working in local authority, public sector, climate or sustainability environments

Benefits

• Pay: £50,175 - £57,495  (Full Time Equivalent)
• Hours: 36 hours per week
• Location: London based
• Start date: To be confirmed
• Contract: 12 month fixed term (Grade 11 equivalent) with probation period requirements noted in JD
