About the Role

We are seeking a PMO & Programme Integration Lead to play a pivotal role in shaping, governing, and integrating programme management, project controls, and performance reporting across large-scale capital programmes, particularly within the water sector. This role requires strategic leadership to embed programme-wide standards, optimise delivery processes, and ensure decisions are driven by accurate insight, strong governance, and integrated financial and schedule data.
You will establish and lead the programme management framework, ensuring consistent processes across cost, schedule, scope, risk, and reporting. You will integrate data from systems such as Primavera P6, Power BI, Oracle, and IPS to create a single source of truth for programme performance. Providing strategic advisory, you will champion best practices within the PMO and shape governance models for successful delivery.
Key responsibilities include facilitating alignment between project teams, programme functions, commercial teams, executive stakeholders, and the PMO; providing oversight and governance of programme performance reporting; establishing robust governance and control frameworks; and analysing trends to recommend interventions for improved programme performance.
Additionally, you will oversee contract obligations, commercial governance, and strategic negotiation, ensuring risks and commitments are effectively controlled. You will drive integration between commercial, planning, PMO, reporting, and resource management functions to ensure robust resource forecasting, allocation, and utilisation.
Risk management is a critical aspect of this role, requiring the development of integration-focused frameworks to embed proactive management of risks, opportunities, and dependencies. You will lead workshops and scenario assessments to guide strategic decisions and advise leadership on emerging programme pressures.
Leadership and organisational development are also key, as you will mentor multidisciplinary teams, foster a culture of performance and continuous improvement, and support transformational change initiatives.
Finally, you will build trusted relationships with senior client stakeholders, regulators, partners, and internal teams, facilitating workshops, governance meetings, and leadership forums to maintain alignment and momentum across all programme levels.
Experience
- Extensive programme management and commercial acumen with proven experience in PMO leadership within large, complex capital programmes
- Strong financial governance expertise including budget management, resource forecasting, and programme-level financial governance
- Significant sector-specific experience in the water sector, energy, or related fields with transferable skills
- Technical proficiency with programme management and project controls tools such as Primavera P6, Power BI, Oracle, and Microsoft Suite
- Minimum 10–15 years’ relevant experience or an equivalent blend of education and experience

Qualifications
